The Board is requested to approve Opioid Settlement Fund Spending Authorization and Budget Ordinance Amendment No. 24BCC00097 Public Health to Allocate $367,400 of Opioid Settlement Funds Awarded to Durham County

Durham County Department of Public Health (DCoDPH) will use the funds to advance two strategies identified in Exhibit A of the Memorandum of Agreement Between the State of North Carolina and Local Governments on Proceeds Relating to the Settlement of Opioid Litigation: collaborative strategic planning and recovery support services programs.

Funds in the amount of $140,900 will be allocated to create a new county Opioid Program Manager position focused on overseeing the development, administration, budget, grant management, and reporting for Durham County's Opioid Settlement Program. This position will work closely with staff and community partners involved in community overdose prevention, education, harm reduction, treatment opportunities, and recovery support.

Funds in the amount of $226,500 will also be used to continue the Community Linkages to Care (CLC) Peer Support Program as it was developed to connect individuals who are struggling with substance use disorder (SUD) with comprehensive, evidence-based care, which acknowledges social determinants of health and responds to current housing challenges. The goals are to (1) reduce overdose hospital visits and fatalities in Durham County; (2) increase the number of naloxone opioid overdose reversal kits distributed to Durham County residents with SUD; and (3) engage key stakeholders across Durham County to help respond to the overdose crisis and address social determinants of health for individuals affected by...
