The Board is requested to remove property located at 2801 Olive Branch Road from the Falls-Jordan Protection Overlay (F/J-B) district. This request has been reviewed by the Environmental Management Commission (EMC), via the North Carolina Department of Environmental Quality, Water Supply Watershed Protection Program. The EMC approved the request on May 23, 2018.
Summary: Jeanelle Morton, PE, has requested an administrative interpretation of the watershed overlay boundary for property located at 2801 Olive Branch Road. Ms. Morton specifically requests that said property be removed from the F/J-B overlay district. The request includes a signed and sealed survey which indicates that the property does not drain into Falls Lake and should not be included in the F/J-B overlay.
Alignment With Strategic Plan: This request aligns with Goal five of the County Strategic Plan: Accountable, Efficient, and Visionary Government. With the assistance of newer and more accurate technologies, the department is better equipped to correctly delineate watershed boundaries. Properties which do not drain to Falls Lake should not be subject to those requirements

County Manager’s Recommendation: The County Manager recommends that the Board authorize the Planning Director to forward the request to the EMC.
