The Board is hereby requested to authorize the County Manager to enter into a contract with SEDC Engineering, P.C. (SEDC) dba NV5 to provide Fundamental LEED Commissioning Services for the Durham County Administration Building Renovation located on 200 E. Main Street in the amount of $49,927.00 (See Attachment 1, Pages 1 - 19).

Based on the fact that the services are similar in scope to the Main Library Renovation, currently under construction, staff has elected to utilize NV5 for the Administration Building Renovation as well. SEDC will verify that the project's energy related systems are installed, calibrated and perform according to the owner's project requirements, basis of design and construction documents. Benefits of commissioning include reduced energy use, lower operating costs, reduced contractor callbacks, better building documentation, improved occupant productivity and verification that the systems perform in accordance with the owner's project requirements.

On October 27, 2008, the Durham County BOCC adopted the High Performance Building Policy for County projects. The Durham County High Performance Building Policy requires that new construction receive a "Gold" level LEED (Leadership in Energy and Environmental Design) Certification and that renovation projects receive a "Certified" level certification. The proposal includes the necessary scope for the project to qualify for the LEED Energy & Atmosphere Prerequisite 1 for Fundamental Commissioning of Building Energy Systems.
